Bayside Basketball Official Association (BBOA) #157 is part of the International Association of Approved Basketball Officials (IIABO).
WHAT IS IAABO?
IAABO is a non profit and professional organization managed by and for basketball officials whose primary purpose is to PROMOTE, MAINTAIN, and ENSURE the welfare of the game of basketball and officiating.
IAABO trains and educates new and experienced officials who are duly charged with representing the spirit of fair play, integrity, and sportsmanship
WHERE DO WE SERVICE?
Our board services the Eastern Shore of Maryland (Caroline, Dorchester, Kent, Queen Annes, and Talbot counties) within various levels of basketball (youth leagues thru high school).

Tommy Hart
President
Now in his 11th season with IAABO Board #157, Tommy began his officiating career in 2015 after stepping away from high school coaching. He was recruited by Ed Bergeron, who recognized his passion for the game and potential as an official. Since then, officiating has become a fulfilling journey of growth and connection.
Along the way, he has been mentored by respected veterans such as Marlon, Ed, and many others, whose guidance played a key role in shaping his officiating skills and leadership approach.
In 2023, he was elected Vice President of the Executive Board and now proudly serves as President of Board #157. For him, officiating is more than a role—it’s a way to stay in shape, give back, and remain actively involved in the game he loves.
Frank Opher
Vice President
With over 20 years of experience in basketball officiating, Frank Opher brings deep knowledge and passion to the game. He has served as President of IAABO Board 157 for one term and currently holds the position of Vice President. A dedicated leader and official, Frank is also a die-hard Duke fan!
Orville Penn
Treasurer
Penn has been a resident of the Eastern Shore since 1973 and is a graduate of the University of Maryland Eastern Shore (UMES). He has officiated basketball with IAABO Board #157 sporadically since 1978. He previously served as Vice President of IAABO Board #157 and has been the organization’s Treasurer since 2019. His favorite sports team is the Baltimore Orioles.
Ed Bergeron
Interpretor
Ed began his officiating career in 1992, refereeing CYO and other recreational leagues after graduating from Virginia Tech. In 1997, he advanced to the high school level with Board 255 in Northern Virginia. After relocating to Maryland in 2004, he supported various officiating boards across the state, from Calvert County to Baltimore. Ed has been a member of Board 157 since 2005 and currently serves as the Board’s Interpreter and Trainer.
Donnie Webb
Assignor
Donnie began his basketball officiating career in 1975 while attending Elizabeth City State University (ECSU), working games at the Boys and Girls Club in Elizabeth City, North Carolina. After relocating to Cambridge, Maryland, he continued officiating in local recreational leagues, bringing his passion for the game with him.
In 1985, Donnie joined the BBOA / IAABO Board #157, and officially became an IAABO member in 1992. Over the years, he has been a consistent and valued contributor to the officiating community.
Since 2020, Donnie has served as the Assignor for IAABO Board #157, coordinating assignments and supporting officials across the North Bayside. With 50 years of officiating service, Donnie’s commitment and leadership remain a cornerstone of the board’s success.
Michael Freiberg
Secretary
Mike is currently serving his first term as Secretary for IAABO Board #157. Mike brings 28 years of high school basketball officiating experience to the association. Throughout nearly three decades on the court, he has found officiating to be a rewarding and meaningful way to stay connected to the game.
Charles Huff
Member at Large
In 1972 Charlie began his basketball officiating career in the Wilmington, Delaware Recreation League. His passion and dedication to officiating led him to join IAABO Board #11, where he officiated high school boys’ and girls’ games across the state. After several successful years in Delaware, he relocated to Maryland’s Eastern Shore and became a member of IAABO Board #157.
A committed IAABO member in good standing to this day, he has served in several key leadership roles within the board, including President, Vice President, and Interpreter. His leadership and dedication to the profession have extended beyond local service; he has attended numerous National IAABO meetings and has contributed meaningfully as a member of the Membership, Educational, and Board Relations Committees.
He has also served as a clinician for multiple IAABO boards across Maryland, Delaware, and Virginia—sharing his knowledge and mentoring the next generation of officials. Additionally, he has spent over 15 years as an NCAA basketball observer for both women’s and men’s games, further solidifying his reputation as a respected figure in the officiating community.
Marlon Johnson
Member at Large
Marlon started his basketball officiating career with IAABO Board #157 in 2000. From 2005 to 2015, he officiated both high school and collegiate basketball, gaining extensive experience across multiple levels of the game.
Throughout his tenure with Board #157, Marlon has served in several leadership roles, contributing to the growth and professionalism of the board. He currently serves as Member at Large, continuing to support the board's mission and the development of fellow officials.
Marvin Benson
Past President
Marvin M. Benson started officiating in 1990 with IAABO Board #157. He became an IAABO member in 1995 and quickly established himself as a dedicated and respected official within the board.
Marvin served as Vice President of Board #157 for four years and later as President for two years, demonstrating strong leadership and a commitment to the development of his fellow officials.
With over three decades of experience, Marvin continues to enjoy the game of basketball and values the camaraderie and professionalism of the people he works with.
